A domain name (a domain) is a space area of hierarchical names in Internet-web, which is served by a set of domain names servers (DNS) and is on-line managed.

BY is an official two-letter code of the Republic of Belarus according to the international standard ISO3166-1, approved by the United Nations Organization.

A coordinating body that registers and delegates domains of the second level in zone BY, is the State Center of Information Security under the President of the Republic of Belarus (SCIS). The SCIS is the manager of the top level domain BY.

The technical management and support of the register of the domain BY is carried out by the “Open contact” company (technical manager).

The second level domain registration and delegation in zone BY is made for natural and legal persons of the Republic of Belarus as well as for foreign ones.

When choosing a domain, an applicant should avoid the names similar to the names of well known trade marks and organizations.

An applicant (Registrant) is absolutely responsible for his possible infringement of the already registered trade mark or other intellectual property object along with for disputable situations arising in use of names of other organizations.

A domain name should contain at least 2 (two), but no more than 63 (sixty three) letters of the Latin alphabet, figures, hyphen symbols (“-”), but, at the same time, should not begin or end with a hyphen symbol ("-").

The second level domain registration and delegation in zone BY is made automatically on the basis of electronic applications (electronic registration).

An electronic registration of domain names requires to execute the following operations:

• checking a claimed domain name for accessibility for registration through a search service on the server of the Registrar cooperating with the Register of the domain BY.
• choosing and filling the due form on the server of the Registrar, as well as sending of the filled form into the register of the domain BY.
• examination of the application by the manager of zone BY within 5 working days from the moment of receipt of the application in the register of the domain BY.

"Lexpatent" company actively cooperates with the “Open contact” carrying out technical administration and maintenance of the register of domain BY in the Republic of Belarus.

The most frequent assignments concerning domain names are the following:

• filing of an application for the registration of a domain;
• domain maintenance after registration;
• filing of a request to enter amendments into the registration form;
• sending an inquiry about the domain owner to the SCIS;
• filing of a petition on re-delegating the domain with the SCIS;
• making an inquiry in the WIPO database.
